New avatar rule: Request avatar change here

We have disabled the possibility for users to set an avatar themselves. We have created a new forum thread where you can link to any avatar you wish to use, and a moderator will set it for you. Everyone get to keep their existing avatars, and the rules of acceptable avatars are the same as before.

We have to do this because of rules at our new hosting provider.
